Cube is a good beginner amp, but if you’re looking for better sound you’ll probably want something with tubes. They’ll run you a bit more cash but it’s worth it.
Any of the lower-priced Vox combos will give you the quality you search for
Check out a Fender G-Dec. They are pretty cool they have all sorts of amp presets,FX, and drum beats you can mix and match together

Cheapest best quality amp? There is a trade off between price and quality. That almost always holds true. So you have to decide how much quality are you willing to give up in order to save some money.
Most beginners under estimate the importance of the amp and speakers in how they will sound. You only sound as good as your speaker, no matter what guitar you are playing. There is more to the power rating of an amp than just how loud it will get. An amp needs a lot more power to handle gain and distortion without running out of head room than most beginners realize. Therefore, avoid any small practice amp (10 to 25 watts with a 6 or 8 inch speaker). The little speaker will make you sound thin and tinny. The low power amps do not handle gain and distortion well. I have never hear a lousy speaker in a 1×12 from Fender, Vox, Marshall, Peavey, Crate or Line 6.
I think the Fender Mustang II is a very good beginner amp. It is a 40 watt 1×12 solid state amp. It is a digital modeling amp so it is versatile. it has many built in effects so you will not have to buy separate pedals for these effects. It is easy to tie up hundreds in effects pedals. It is not expensive, $ 200 new.

I believe a beginner should get a 1×12 combo amp. The 12 inch speaker will give you a richer fuller tone.
You’ll need to spend about $ 200 to get a decent sounding amp. The cheap $ 99 amps aren’t worth having. The Mustang that Norm suggested actually sounds very good. I like it much more than the Peavey Vypyr and the Line 6 Spider. The Roland Cube is supposed to be a very good amp also like someone else mentioned but I have never played it.
